I was there in 2003, a little before the phone-filming era, but I do recall that inside the Sistine Chapel everyone was taking photos even while a cop stood on a platform at the front of the room repeatedly telling every 'No photo! No photo!' It didn't seem like a serious attempt to stop them at all, but more just a token display of faux security...
