All this mamby-pamby nanny-bollocks about Fixed Odds Betting Terminals! I see that DCMS wants to reduce the maximum stake on a single spin to £2! This will merely add to the time it takes these pathetic nob-munchers to deliver themselves into ruination.
Increase the maximum stake on a single spin to £20,000 and get the feckers through the pawn shop and off the streets before I go for morning coffee, I say.

Apropos of not very much, the Turkish Deputy PM is an ethnic Kurd and dual citizen, holding a British passport in addition to his Turkish one. I’m pretty sure, as a consequence, that it was he who came up with the name of “Operation Olive Branch”.

A caveat is neither a warning nor a caution; it is a condition - or a codicil if you prefer.

The key thing is, as Mike points out, the matter of specific stipulations (The only credible source Rowan has quoted is the Oxford). It is not enough to state that caveat means a caution or a warning and least of all a 'red-flag'; it serves as notice that any given statement is conditional upon other stipulated conditions or factors.
An example might be, "Rowan thinks himself to be a bastion of knowledge, but I would attach a caveat to this statement by saying that he is entirely alone in this presumption."

And has it ever not been I use amongst the general population? Our language is, after, evolved from Latin in large parts.
As for meaning "warning" or "caution" - well, maybe, if you squint, and turn your head sideways; but there's significantly more to it.
"Red flag" on the other hand is military and medical specific term (and maybe other specific professions) - albeit with its roots in medieval sailing/semaphore. Surely it's creeping into popular use from shows like ER, Casualty or House, along with "stat" - if indeed it IS creeping I to popular usage.
