Who will miss out?

It's a little hard to believe, but could it be that "Gatland's law" will be seriously applied this season?

If so, who will be the Gatland's exceptions and who will miss out?

It seems that Gatland can pick only 3 players based outside Wales, although things might be different for George North since he has full Wales release from Northampton, so maybe is outside the law.

I imagine that Gatland will pick Roberts, Halfpenny and North. And if North is outside the "law" then he'll also pick Faletau.

Which means that Charteris, Moriarty, Priestland, Francis and Jarvis will be out. (Hook too... but no change there ;))

North is captured.

I can't see how he can leave Faletau out really, he has to pick North as we lose a lot without him, Halfpenny is not essential and it wouldn't surprise me to see him left out, one of Francis or Jarvis will have to be picked for tighthead cover. Priestland will pay the price I think as Anscombe is waiting in the wings and has come on well especially towards the end of last season.

All in all it looks like the squad will be significantly weakened.

Halfpenny is excluded from the quota, and I don't think a decision has been made on Charteris or Francis yet. North challenged his inclusion but it was overruled, but I think Charteris and Francis are still being considered.

Halfpenny is excluded as he is in the third year of a contract that was signed before GatLaw, and being under pre dated contracts also apply to Moriarty and Hook, not that I think Hook will be recalled.

Clearly north, Roberts and faletau will be the wildcard selections.

Priestland will miss out but the other 3 wouldn't have made it anyway.

How does that change over time? I presume halfpenny ando Francis etc will have to move back fairly soon otherwise they will be on the list?

We can live with this. Would have been interesting if Halfpenny was also captured by the law... as it is the choice is simple.

I'm not sure. It will depend on contract renewals I guess

From what I understand, the WRU have yet to make a decision on Charteris and Francis, so both could yet be included on that list.

Edit: just seen the statement from the WRU listing the players. Charteris and Francis are available.

I've read that they have made a decision on clarteris

Already committed to bath when he had the offer from whichever pro team

Charteris is unlikely to be. Didn't he sign 18 months out? so before anyone would have thought about negotiating.
Of course, he probably spent the last 9 months trying to find a get-out too.

So, potentially not a huge impact this year. Priestland is the big name to miss out, assuming the obvious 3 are fit.

I suppose the key point this policy will prove its worth is when those players like Halfpenny, Francis, et al have to chose between staying in England and France or playing for Wales (assuming one of the regions puts a bid forward). The next couple of seasons might be a turning point if our best players are convinced to return or stay on Wales. It might also mean a few seasons of pain if the point needs to be made.
