Not yet, he isn't. At least, not according to that article, and not according to any official announcement by the SARFU yet either. But it would hardly been earth-shattering news if he is.
It's going to be really interesting to see who emerges behind Namibia (presumably) to take the repechage spot. Could be basically anyone. Kenya and Zimbabwe would be favourites, but watch out for the North Africans - especially newly promoted Morocco who again beat Tunisia in the Maghrebi tournament several weeks ago. Uganda are no pushovers either, In fact, they thumped Zimbabwe last year and also posted 78 points against Tunisia. So anything is possible where the repechage spot is concerned.
