That it's a common thing for someone with an African name to be faced with people acting like it's incomprehensible and that it's a funny joke to mispronounce it. So your assumption is that Tuco is being "racist" rather than perhaps auto correct changing maro to Mario. I have seen it used as a joke elsewhere on the internet, so I assumed it was being used as a joke here.
