Not sure why. It recently it seems he is favoring one team over another. Exeter are off their feet every ruck and no penalty

Can't take the win away from Exeter but they go off their feet every breakdown and it gets ignored.

It's not unusual in Owens matches. Watch the 2013 All Blacks v. Ireland test, where Ireland went off their feet quite a few times in the first half, with no penalty.
