As good as this is from japan, I actually feel like sa are looking ominous, they really are just soaking it up. Something has to give.

The call was correct. That crabbing shit is let go far too often mid-field, too. Tackling is defined in the Laws as holding the ball carrier and bringing him to ground. You have to hold "until the ball-carrier is on the ground" (i.e. at least one knee on the ground). There is no requirement to hold them once they are on the ground.
