Apparently, Moffat thinks the new plan is crap.

Since he is working for the new owners of the Scarlets he is hardly unbiased.

He works for a different part of that company, he's not supposed to be involved with the Scarlets at all (if the press releases are to be believed.)

I'd be very surprised if he were allowed to view opinions publicly which are not in line with company policy though. Arguably he didnt have to say anything, but the company he works for now dont seem shy of generating any publicity so him being prompted wouldnt be a surprise either.
