Bolivia became the 16th member of the South American Rugby Federation today. This includes Central America bar Mexico, but not the Caribbean islands or the Guianas. In fact, South America may be the first continent to achieve 100% membership (Europe hasn't managed to get the Vatican City on board just yet). Bolivia has 14 clubs and 39 teams spread around six cities, with a total 676 registered players (35% age-grade, 21% female). To my knowledge, they have yet to play an international. Locks may be a little hard to come by, as Wiki lists the average male height in Bolivia at 1.6m (5'3) - among the shortest in the world.

If they're good enough to play at World Cups, why not in between?
